Using a small brush tip the specific ends by hand and with the brush. Work carefully, quickly and cleanly. You should still be able to pull the hair through unless it is a crew cut. Use a crochet hook to help pull the smaller hairs through. Make sure the cap is on very tight. If the cap isn't tight enough, use plastic wrap instead and poke holes yourself with the crochet hook. If it is honestly too short to pull through it probably isn't a good idea to frost it because there isn't enough hair there to provide contrast.
